The core funds allocated in the annual budget process are incremental
State General Funds, Opportunity Funds, Educational Fee Funds net of
financial aid, and Registration Fee Funds. These incremental funds
account for approximately 2% to 3% of the campus’s core operating budget
and are the focus of allocation decisions for new faculty, instruction
and research support, institutional support, and new programs. The
process follows an annual cycle and resource allocation decisions are
based on a combination of programmatic and formulaic considerations.
The campus has relied on an annual process that begins in the fall with
early discussions concerning the new enrollment-driven resources that
might be likely the following year, and ends late spring or early summer
with decisions on the allocation of faculty FTE and faculty
recruitments.
This calendar is based on the assumption that principal officers begin the
fiscal year with information on their budget allocation for this fiscal
year and the following fiscal year (i.e., a two-year budget plan is
distributed in the spring before the start of the fiscal year described
below).

Updated campus allocations received from UCOP for current
fiscal year. Revisions to current year budget, as required in
response to changes in UC’s and UCSC’s final allocations from
State and UCOP.
Principal Officers notified of salary block allocation for
current fiscal year.
Fiscal Closing process is completed and current year budgets
are loaded in FIS system.
Year-End reports are prepared by Planning and Budget.

Academic divisions submit faculty recruitment requests for
following year. Budget Consultation Group meets to consider
campuswide issues with resource implications and to make
progress reports on resource allocations, year-end balances, and
divisional plans.

| November-January |
Academic Senate reviews faculty recruitment requests.
Graduate Student Aid budget for following year estimated. (Note:
EVC or central contributions should be finalized here and UCOP
funding is estimated.)

| January-March |
Faculty recruitments are authorized. Preliminary campus
allocations for next fiscal year received from UCOP.
Final campus allocations for current year received from UCOP.
Recharge units submit recharge rate proposals for next fiscal
year, with an estimate of % increase planned for year after
next. (Note: Direct Costing Committee will make recommendations
on rates for next fiscal year, but estimated increases for the
year after that will be posted to support better planning by
units affected by rate change.)
Miscellaneous fees (course material fees, OPERS fees, TAPS
fees, etc.) for next fiscal year are submitted for review.
Undergraduate student aid budget for next fiscal year
estimated. Campus funding from planned "overenrollment" is
calculated (as provided in budget model).
Budget hearings to review resource plans and needs for next
2-3 years. Allocations to principal officers for following year
are refined, based on updated estimates of the campus’s
resources and campus priorities.

Units notified of recharge rates and fees approved for
following year. Tentative increases for year after next are also
posted. Rates are published.
Tentative budget allocations for longer term are provided to
principal officers.

|
Campus resource plan and allocation information communicated
to campus.
Campus departments update permanent budget and staffing list
in preparation for the next fiscal year.
