ACADEMIC PLANNING COMMITTEE
Meeting of January 9, 2001
The Academic Planning Committee met on January 9, 2001 at 9:30am in room 481 McHenry Library.
Present: George Brown (Chair), Ed Houghton, Frank Talamantes, Allison Galloway (CPB), Wlad Godzich, Carol Freeman (CEP), Dave Kliger, Martin Chemers, Stephen Kang, Burney Le Boeuf, Betsy Moses (staff).

1. Chair’s Announcements.
a) WASC Accreditation
Preparation
The campus anticipates receiving a letter from the Western Association of Schools and Colleges (WASC) this May announcing our next accreditation review. The review visit is expected to be Fall 2002. In preparation, George Brown, Carl Walsh, and Planning & Budget staff will attend a WASC workshop focused on the revised accreditation standards.
b) Intercampus Summer
Enrollment
The University of California plan to implement full summer quarters beginning 2002 is generating planning documents and requests for campus comment. The current document, “Draft Recommendations of the Task Force on Intercampus Summer Enrollment” is posted on the APC resource site: http://planning.ucsc.edu/pac/MtgNotes/apc-reading.htm. CEP Chair Freeman stated that CEP would be reviewing the recommendations. The focus of this document is registration and transfer of credit for UC students enrolling in summer instruction at a non-home UC campus. Summer quarter planning will be a later APC discussion topic.
c) Introduction of
new APC member
Interim Vice Chancellor of Research Burney Le Boeuf was introduced as a new APC member. The senate Committee on Research has also been invited to send a representative, Chair Cope was unavailable for today’s meeting.
2. Approval of December 12 Minutes. The Draft minutes of December 12 were approved without amendment.
3. Silicon Valley Regional Center (SVRC) academic planning – Interim Director Michael Tanner. Director Tanner distributed a working draft SVRC vision statement and presented a summary of key topics. The final statement will be informed by feedback received from the campus community. Senate representatives Carol Freeman and Alison Galloway will take the draft to their respective committees and provide feedback at the February 13 APC meeting. Committee on Research Chair Cope and Graduate Council Chair Belanger will also be provided a copy. This draft statement is very preliminary and is intended to inform the federal Environmental Impact Report under preparation. The statement’s purpose is to profile the broadest possible academic usage on the SVRC site. All proposed new academic programs must undergo the normal campus review process.
Director Tanner described a two-phase purpose for the final vision statement: 1) contribute to NASA’s EIR report, demonstrating the UCSC seriousness of intent; 2) provide a general view to deans, departments and faculty outlining the type of programs that will best suit the SVRC. Director Tanner will continue to meet with faculty from Natural Sciences and Engineering to solicit interest. Faculty considering a program for SVRC should incorporate viable logistics that fit the specialized site. Director Tanner reiterated that NASA will not have veto authority over UCSC curricular decisions.
Discussion followed on the anticipated impacts of establishing academic programs at a site different than the main UCSC campus. Ladder faculty will be administered within conventional departments and will be expected to carry full teaching loads regardless of their principal site. Existing student support services will serve students who may attend classes at SVRC. Expected benefits are in expanded research resources, collaborations with regional institutions, and proximity to the Silicon Valley industrial strength and wealth. An indirect benefit will be expanded opportunities for private development funding.
