ACADEMIC PLANNING COMMITTEE
Meeting of June 12, 2001
The Academic Planning Committee met on June 12, 2001 at 9:30 am in room 481 McHenry.
Present: George Brown (Chair), Martin Chemers, Dave Kliger, Ed Houghton, Wlad Godzich, Steve Kang, Carol Freeman (CEP), Frank Talamantes, Alison Galloway (CPB), Kathleen Dettman, Max Ritchie (staff).
Absent: Lynda Goff, Burney Le Boeuf, Phokion Kolaitis (GC), Darrell Long (COR).

1. Chair’s Announcements.
· Summer Agenda:
The committee will continue working on policy matters that will be presented to PAC and the academic senate in the fall. These include:
1. Academic planning summaries.
2. State Funded Summer Session academic plans- a proposal will be submitted to UCOP in the late summer.
3. Revision of guidelines for review of programs. Chair Brown will draft these and present them to the committee.
4. Guidelines for graduate groups and guidelines for new programs.
5. Guidelines for the establishment of new colleges.
6. Silicon Valley Center. The committee discussed the Center and the need for an academic plan. The committee recommended that a high priorty be placed on discussing the status of the SVC academic plan with Director Tanner.
The group will meet twice monthly in July and August, break in September and resume in October.
· Graduation Ceremonies
In light of the recent graduation ceremonies on campus, it was suggested that the committee consider a proposal to have a large campuswide ceremony in addition to the smaller college ceremonies and to synchronize all ceremonies so that they are held on the same day. A larger ceremony would allow people to better identify with the campus, generate more excitement and also be good for development purposes. The committee will make a recommendation to the Chancellor and EVC to initiate such an event.
2. Approval of May 15 Minutes.
The draft minutes of May 15 were approved without amendment.
3. Long Range Planning Summary
At the request of the EVC, the Senate Committee on Planning and Budget and the Academic Planning Committee drafted a written critique of the executive summaries. The role of professional schools in the executive summaries was brought up and discussed. The Chancellor has suggested hiring a single consultant to do a study and make a recommendation regarding professional schools. This was also done on campus in the late 1980’s, however, nothing moved forward and there was no clear answer as to whether or not professional schools should be initiated.
The Education program has been considered as a possible professional school, as identified in the Social Science’s long-range plan. One idea was to develop a School of Education with an emphasis on science and technology. Dean Chemers believes that the transition of the program to a professional school would not be that difficult, as many of the resources could be prorated. A concern was raised that the program may be too small to begin a professional school, and that a study should be conducted highlighting the advantages and disadvantages of such a school.
Other possible professional schools that were considered included a school of optometry, which could work with underserved communities such as Watsonville and Salinas, and a business school with a scientific emphasis. The current business/science/economic program in the Social Sciences began three years ago, and has proved to be very successful. Five of the top area companies recruit on campus and graduates of the program have done very well.
Issues that would need to be considered with regard to a professional school would need to be carefully thought out. Compared to other UC campuses, our departments and resources are smaller, and professional schools may take a disproportionate amount of the budget. Another concern is salary equity between regular faculty and professional school faculty.
