CAMPUS WELFARE COMMITTEE

Meeting of April 17, 2001

 

The Campus Welfare Committee met on April 17, 2001 at 3:00 pm in room 481 McHenry Library.

 

Present: Leslie Sunell (Chair), Mark Traugott, Julian Fernald (Staff), Jean Marie Scott, Sheila Gotterher, Janelle Marines, William Domhoff, Bill Ladusaw, Barbara Brogan, Frank Talamantes.

 

Absent: Meredith Michaels, Marty Chemers, Christina Valentino.

  1. Announcements and General Discussion.

 

From a discussion of whether committee members serve as representatives of particular constituencies or as members of the whole campus community, there emerged agreement that ideally CWC members were representative of the “global” UCSC community rather than of particular units.   A previous agreement that the committee would benefit from additional staff membership was also reiterated. Sunell and Marines continue to work on identifying additional staff representatives to the committee, and Talamantes pointed out that custodians and grounds keepers are still not represented. Student representatives are still being sought.

Traugott pointed out that Librarians and other non-senate academics might not fit neatly into either the category of faculty or staff in terms of housing or other policies.

 

 

2.      Synopsis of Staff Advisory Brown Bag Lunch discussion w/ Chancellor Greenwood. (Marines)

 

Marines summarized the scope of Chancellor Greenwood’s remarks at the Brown Bag Luncheon held today.  Issues included energy, water, housing, staff compensation, childcare, parking, and more. Marines reported that it was a well attended and well received meeting, that staff appreciated hearing from the chancellor, and that there would be more such meetings in the coming year.

 

  1. Principles of Community Statement. (Gottherer)

Gottherer reported on her consultation with Linda Listman in Labor Relations about the draft Principles of Community Statement (POC), and clarified that the proposed POC is not intended as a condition of employment.  In discussing the language of the POC, the committee recognized the challenge of making the POC both a forceful statement and a statement that would be easily adopted. The committee agreed to several textual changes that they believed would honor the original intent that the document convey a strong commitment to the principles but that would avoid the appearance that the POC was a condition of employment. Gottherer also proposed a plan for consultation, adoption, and dissemination of the POC. The committee approved the general plan, with Walker’s suggestion that the committee on privilege and tenure also be consulted and that student media be used as a form of distribution. Sunell suggested that the consultation process be used to seek suggestions for roll out and dissemination as well as content and language. The plan and timeline can be found here.

 

  1. Faculty/Staff Housing (Scott)

           

 The committee discussed Scott’s first draft of the recommendation for faculty/staff housing. Suggestions arising from the discussion for revising the recommendation include:

 

·        Frame the document in terms of “After considering this issue for the past several months, this is what we have learned…” 

 

·        Include the reminder that failure to act on this issue will undermine our ability to fulfill the University’s mission.

 

·        Clearly point out that in under the existing priority system staff realistically will not get housing, and that the priority system should be reviewed at some point, and that we should recommend that planning for staff housing be advertant, and not overlooked.

 

·        Address the issue of the physical proximity of faculty, staff, and student housing.

 

Action:

Scott will use committee feedback to inform the next draft of the recommendation and will present it at the next CWC at meeting on May 1.

A presentation to the Administrative Committee on Facilities will include a discussion of childcare facilities planning.
