II.             Network & Telecommunications Services Advisory Committee Report

Bill Hyder presented the group with the NTSAC final report and attachments.  The report proposes an FTE-based networking fee, and a mandatory student fee or reallocation of registration fees to cover student data services. Bill noted that networking has been using surplus funds for the last few years, which are now depleted.  Networking is now facing a possible deficit situation in the coming years. Items that are not part of the proposal include email and directory services, which would drive up the costs of the proposal significantly. However, they could be added at a later time.

ITC generally supports the proposal, but there are a number of items that need to be addressed.  Implementing this proposal after it has been finalized and approved by July 2003, in time for the 2003-04 academic year, may be difficult. Over the next few weeks Pat LeCuyer will examine the feasibility for CATS to implement such a proposal by July 2003, and then report back to ITC. Some of the challenges that CATS faces include: reapportionment of funds, determining which job titles codes should be included and excluded, a logical billing process, and getting the rate approved.  An argument in favor of implementing the proposal at a later date is that a student IT fee won’t be in place by July 2003.  ITC would like to see this proposal move forward with the Wireless project once the Mobile Access Advisory Committee completes their report in the Spring.

Pat and Bill will report back to ITC at the next meeting.  At that meeting, the group will discuss what a student IT fee should cover, and how much the fee should be, in preparation for the Wireless Access Group’s report later in February.
