1.3: The institution's leadership creates and sustains a leadership system at all levels that is marked by high performance, appropriate responsibility, and accountability.
Leadership at UC Santa Cruz is characterized by a system of shared governance between the administration and the academic senate. By order of the Regents, the major academic administrative functions of the university: admissions, course approval, degrees, etc., are governed by the faculty through the Academic Senate, while other matters pertaining to budget and resource allocation, infrastructure, and hiring and promotion, are the responsibility of the administration with advice provided to the administration by the Academic Senate. In areas that directly affect the academic mission, there is extensive formal and informal consultation between the faculty and the administration. In some cases students and staff are represented on both administrative and senate committees. The first five links below illustrate the academic and administrative structure of the central administration and the organization of the academic senate. In order to foster improved communication among the individuals and groups involved in administrative issues related to campus growth and to better integrate those efforts, the Provost/Executive Vice Chancellor has established a Provost's Advisory Council (PAC) and a number of key committees. The Provost's Advisory Council, which includes senate chairs representing key committees is the forum where all issues related to campus operations, institutional growth, etc. are vetted and through which the conclusions and recommendations of the other campuswide advisory committees flow. Specific elements of the committee's charge include: providing a campus-wide, integrated perspective; informing central administrative planning, decision-making, and budgetary decisions; and advising on priorities. The relationships of the PAC committees to the central administration and the academic senate are illustrated in the organization chart in the sixth link below. UC Santa Cruz is a large and complex institution. Effectiveness depends upon accountability and performance review. Remaining documents indicate such a system of review is in place for administrative leaders. In order to ensure that the proper administrative structure to maintain capacity is in place, the Chancellor engaged the former Provost of UC Davis as an independent consultant to review the roles, responsibilities, and accountability of the senior administrative management.
