Even when supported by or affiliated with political, corporate, or religious
organizations, the institution has education as its primary purpose and
operates as an academic institution with appropriate autonomy.

The University of California is governed by
The
Regents, a 26-member board consisting of gubernatorial appointees, a
student appointed by the Regents, and Seven ex officio members -- the
Governor, Lieutenant Governor, Speaker of the Assembly, Superintendent of
Public Instruction, president and vice president of the Alumni
Associations of UC and the UC president. Established under Article IX,
Section 9 of the California Constitution, which states that the “the
university shall be entirely independent of all political and sectarian
influence and kept free therefrom in the appointment of its Regents and in
the administration of its affairs.”
Because one of the primary functions of the Board of
Regents is to shelter the University from “shifting political winds,” it
sometimes appears to be caught in major societal controversy. Nevertheless,
the University has maintained its independence. Hindrances have been
short-lived and have helped create stronger commitment to its core values.
