Consolidated Shared Services Assessment
This revenue-based assessment model funds essential administrative, business, and information technology support services and covers systemwide assessments.
The new methodology will take effect in 2026-27, with 2025-26 serving as a transition year.
The Consolidated Shared Services Assessment replaces the following campuswide assessments:
- Information User Assessment (IU)
- Auxiliary Assessment, including the auxiliary share of the UC Systemwide and UCPath assessments
- Business Transformation Process (BTP)
- Information Technology Transformation Process (ITTP)
Assessment Methodology:
External revenues are assessed at one of two rate tiers: Full (15%) or Limited (1%). Most external revenue sources fall under the Full rate, while a select subset are assessed at the Limited rate. The application of the Limited rate is designed to scale assessment to a level similar to the long-established Information User Assessment on those specific funds. Indirect cost recovery is utilized to cover assessments on contract and grant revenues. Revenues from gifts and endowments (already subject to the Gift Fee), course materials fees, and student activity funds are exempt from the CSS assessment.
Assessment Timing:
The Consolidated Shared Services Assessment is based on revenue recorded during the most recently completed calendar year. For instance, revenue recorded from January 1 through December 31, 2025, determines the CSS assessment for fiscal year 2026–27. This calendar-year basis ensures the most current data is used to inform the following year’s charges. Assessment totals by division will be communicated early in the calendar year to enable divisions to fully budget for the assessment in the next fiscal year. The assessment is charged to each division on a quarterly basis. Divisions have discretion as to the sources used to pay the assessment. It is not required that a principal officer use the same fund source generating the assessment to pay the assessment for their division. Principal officers retain discretion in how the assessment is managed and distributed within their respective units.
